Yogi Government Centralizes Expressway Projects Under CMO Control
The Uttar Pradesh government has made a significant shift by placing the Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) under the Infrastructure Development Department, effectively bringing it under the direct oversight of the Chief Minister’s Office (CMO). This move aims to enhance efficiency in decision-making and expedite the execution of vital infrastructure projects, which are pivotal to the state’s development strategy.
According to the official directive, the reorganization seeks to streamline the allocation of work and hasten the processing of necessary approvals. Previously, UPEIDA projects had to navigate through the Industrial Development Department, facing multiple levels of clearance before reaching the chief minister. With the new structure, approvals will be routed directly through the CMO, a change that officials believe will significantly reduce delays.
Officials argue that expressway initiatives are critical indicators of Uttar Pradesh's developmental progress, necessitating tight supervision. The CMO believes that consolidating control will facilitate quicker execution of these strategic projects, reflecting the government's commitment to infrastructure development. A senior government official noted that some within the administration felt uncomfortable with Minister Nand Gopal Nandi's oversight, suggesting that his meticulous queries on files led to the decision to streamline processes.
This administrative change has sparked speculation regarding tensions between Nandi and certain bureaucrats, particularly following a disagreement with Additional Chief Secretary Alok Kumar over personnel transfers that reportedly escalated to the chief minister’s attention. Nandi has previously expressed concerns about senior officials bypassing his directives, alleging that they favored certain individuals and acted independently of established protocols.
Historical friction between Nandi and UPEIDA leadership traces back to Manoj Kumar Singh's tenure as CEO, a position once held by someone considered close to the chief minister. Despite Singh's retirement and the appointment of Deepak Kumar, relations did not improve, contributing to the decision to shift UPEIDA's oversight to the CMO.
The Yogi Adityanath government has faced ongoing criticism for allegedly empowering civil servants at the expense of elected officials.
