Shortened nuclear response times are not a new phenomenon, having been a concern during the Cold War, particularly in Europe. NATO’s deployment of Pershing systems in the 1960s exemplified this risk, as these mobile nuclear-capable missiles were stationed in close proximity to adversaries. The fear was not solely about distant superpowers but also about the potential for swift, preemptive strikes due to the compressed geography of the European theater. A 1979 study by the US Army Russian Institute underscored that rapid nuclear decision-making was a critical issue in Cold War military strategy, indicating that the challenges of geographical compression are recognized beyond Pakistani borders.
